Kaga is an event-exclusive NPC that appears in the Enchanted Tales of the Mikawa Festival event. He, Kiritani, and Mizukawa were recently sent by the Shogunate to survey Chinju .

As I’m leaving, I bump into an old lady. She’s super sweet and starts telling me stories about Kaga. I’m all ears. She talks about the old days, the festivals, and how Kaga has changed. It’s heartwarming, honestly.
