I am not sure about Kogasa having Moriya's ofuda. Unless I am wrong, Kogasa hangs out at the Myouren temple, and neither Moriya nor Hakurei Shrine. But, let's assume she does, I doubt .

After a few minutes, the lights flicker back on. Phew! But then, I see this dude walkin’ by outside. He’s got a giant fish on his shoulder! I’m talkin’ like, a fish bigger than my dog! I’m thinkin’, “Is this a normal thing in Moriya?” I mean, I’ve seen some weird stuff, but this takes the cake.
